CEO James Carroll Rogers,Chief Executive Officer -PHP offers support services through a cost effective corporate office led by its President and CEO James Carroll Rogers. James C. Rogers is the founder of Phoenix Health Partners in Chattanooga, Tennessee. Mr. Rogers served as President and Owner of HealthCorp, a chain of home health agencies and hospitals located in Chattanooga, Tennessee. Mr. Rogers was the Founder and Shareholder of Nations Healthcare, a regional chain of home medical equipment companies based in Orlando Florida.

He was the Owner and Chief Financial Officer of CareMed, a chain of Home Medical Equipment companies located in Chattanooga, Tennessee. He was also a Senior Manager in the healthcare practice of Ernst & Whinney in Atlanta, Georgia. Over the past 20 years Mr. Rogers has founded or acquired several chains of healthcare organizations. In each instance the organization has increased in size dramatically and generally became the market leader in its region. James’ responsibilities include:

  1. Financial and legal due diligence.
  2. Obtaining financing through private equity, bank lines of credit and personal investment.
  3. Strategic Plan with Action Plans (see elsewhere).

James C. Rogers' accomplishments can also be measured by leading independent professional organizations as well as governmental agencies. Mr. Rogers is either currently certified or inactive (prior certification held for a period of 10 years or more) for the following certifications:

  1. Certified Home Care Executive (CHCE) as awarded by the National Association of Home Care (NAHC) James tested in the inaugural class and passed all parts first time to become one of the first Certified Home Care Executives.

  2. Certified Public Accountant (CPA) - State of Georgia 1983 (Ernst & Whinney Senior Manager of the Healthcare Practice).
  3. Fellow in Heathcare Financial Management Association (FHFMA).

  4. Certified Management Accountant (CMA).

  5. Certified Internal Auditor (CIA).

In addition, he is the past owner of PPS Home Infusion Pharmacy, the leading provider of home infusion therapy in Chattanooga and has owned several extremely successful home care operations in the Chattanooga area. Mr. Rogers is a proven commodity for success as an entrepreneur and manager of chains of healthcare organizations.

Judy Rogers, Chief Financial Officer-Judy Rogers is the Chief Financial Officer and Controller for PPS Orthotic and Prosthetic Services and serves as a Board Member for Phoenix Health Partners. She is responsible for the oversight of payroll, accounts payable, and information systems. Judy has over
20 years experience in supporting various businesses with a primary focus on home care organizations.

She is responsible for all accounting functions for multiple companies. She has served as Controller for a Medicare Certified Home Health Agency, Home Infusion Therapy Pharmacy, Home Medical Equipment Provider, Real Estate Company and a Large Wholesale/ Distribution Company, providing accounting support, expense control and report preparation. She received her Bachelors degree in 1986 in Operations Management, with a minor in Computer Information Systems, from Georgia State University.

Karen Sutberry, Vice President of Marketing and Administration
-Karen directs all aspects of due diligence support, and coordinates all written marketing including portfolio, marketing collaterals, brochures, website, day to day management of the corporate office. Karen Sutberry is President of PPS Orthotic and Prosthetic Services and provides management and coordinative leadership across all Phoenix Health Partners entities. Karen brings 27 years of experience from Michigan State University’s College of Human Medicine; including Executive Assistant to the Dean of the medical school.

Karen leads all efforts regarding organizational development, execution of and documentation of all action plans and all formal written communication within the organization. She also leads our process improvement efforts for all non-clinical areas within the corporation and contracted agencies. Karen backs up the CEO on an as needed basis. She coordinates all critical management, executive and developmental meetings. She is also a key problem solver, utilizing her interpersonal skills to represent effectively the Corporation to employees and others outside the organization.

Kathy Boyer, Accounting Director-Kathy is responsible for all corporate financial statements, management reporting, projections, internal controls and budgeting. She has over 18 years experience in the healthcare field as a Chief Financial Officer. Her experience ranges from inpatient acute hospital setting with outpatient home health agencies to acute psychiatric facilities with outpatient therapeutic foster care and as corporate controller for four hospitals and home health agencies.

Her duties as Chief Financial Officer within these organizations involved daily supervision of the Business Office, Accounts Payable and Central Supply. She was responsible for preparation of the monthly financial reports, budget to actual variance reports, and monthly reports to the corporate office. She prepared the annual budget for all inpatient and outpatient lines of business and assisted the corporate staff with annual cost reports.

Cathy Henderson,Chief Operating Officer of the Center for Excellence-Cathy is responsible for the operational management of PPS Orthotic and Prosthetic Services and coordinates the Amputee Advocate Program. Cathy provides leadership for the practitioners, often interfacing between the patient, the practitioner and fabrication. She is adept at managing a busy multi-practitioner office schedule.

She is the primary liaison between the practice and central fabrication. She has been with PPS O&P for over twelve years providing office management and marketing to various O&P offices as well as physicians, hospitals and other healthcare providers in the Chattanooga, Dalton and North Georgia areas. Cathy’s emphasis is on primary care physicians and always represents the organization as a caring and friendly professional.

Cathy works closely with Karen Sutberry and Karstan Merrell in the development of each practitioners practice and in building a strong support team for the practice. The team works closely to coordinate the various Center for Excellence activities, clinics, insuring appropriate coverage and expertise is available when needed.

Robert Abbott, RTPO, Chief Executive Officer for Innovative Fabrications-Robert has over 20 years experience as a Registered Technician of Prosthetics. He worked under former UCLA Prosthetic Professor Chris Hoyt at BioDesign, Inc., before coming to PPS Orthotic & Prosthetic Services. He has been a Prosthetic Lab Manager for the last 10 years. Robert is a highly skilled fabricator of prosthetic devices and is responsible for approving all prosthetic devices before delivery to the patient. In early 2008 Robert was appointed as Chief Executive Officer of Innovative Fabrications (IFab), the fabrication arm of PPS Orthotic & Prosthetic Services in Chattanooga, Tennessee.

Dianne Brown, Billing Director, Coding Specialists, OPIE and Futura Specialist- Dianne has been with PPS Orthotic and Prosthetic Services since 1996. Her responsibilities are as Billing Director and Administrative Manager. She provides expert knowledge in all aspects of billing, Medicare, insurance verification, pre-authorizations, follow-up of insurance claims and patient billing. She has expertise in Futura as well as OPIE.

 


D'lon Parker,Director of Human Resources-D’Lon is responsible for overseeing that all aspects of human resources are completed in a timely manner. She is responsible for all employee benefits for any company that falls under Phoenix Health Partners. The benefits include, but are not limited to 401k Plan, Cafeteria Plan, Health Insurance, Dental Insurance, Life Insurance and Workers Compensation Insurance. D’Lon also handles many aspects of payroll, including time worked, vacation time, sick time, payroll deductions, new hire set up and any other employee related function.

D’Lon enjoys this interaction with the employees and being the liaison to the Chief Executive Officer. D’Lon is also accountable for managing the accounts payable for all companies. She sees that all invoices are reconciled, input and paid as needed. She also prepares monthly financial reports for the management team. This allows her to interact with the billing and receivables side of the business as well as keeping track of weekly revenues. D’Lon brings many years of experience to the table in this field. She has been with PPS Orthotic & Prosthetic Services since 1994 and has worn many hats over the years.

Chris Barrett, Director of Information Systems, OPIE Specialist – Chris Barrett is the Corporate Director for Information Technology for Phoenix Health Partners. Chris brings years of experience in computer and software technology and has been responsible for the complete upgrade or replacement of all computer systems within the Phoenix Health Partners system. In addition, he has implemented database systems within the company and installed new servers within the last three months.
